From 7 to 9 July, the Official Spanish Chamber of Commerce in Belgium and Luxembourg took part in the working sessions held as part of the General Assembly of the 45 Official Spanish Chambers of Commerce Abroad (CAMACOES), which served to strengthen collaboration and learn about best practice, as well as to explore new opportunities for collaboration with the aim of supporting and promoting the internationalisation of Spanish companies, particularly SMEs.

The meeting enabled the network of national and overseas chambers to share experiences and best practices, make progress on new cooperation mechanisms, and welcome the Chambers of Malaysia, Ireland and Canada – recently recognised as official bodies – as well as to hear from the Chamber of Venezuela, which is currently undergoing reconstruction following the earthquake on 26 June.

The president of the Official Spanish Chamber of Commerce in Belgium and Luxembourg, Pablo López Álvarez, and the secretary-general, Marta González Benguria, took part in the working sessions alongside the presidents and secretaries-general of the 45 CAMACOES present in 43 countries across five continents. The Network of Spanish Chambers Abroad has 8,376 member companies — 33.8 per cent more than in 2020 — and is one of the main tools for supporting business internationalisation.

Cohesion and coordination

At this conference, organised by the Spanish Chamber of Commerce, its president, José Luis Bonet, stated that “in the face of market instability and uncertainty, technological challenges and the barriers that are emerging, the response must not be to retreat but rather to pursue greater internationalisation, and businesses – particularly SMEs – cannot be left to navigate this path alone”. For Mr Bonet, this meeting was “an opportunity to move forward, with greater cohesion and coordination amongst the chambers, to put what I call ‘the chamber army’ in a position to adapt our actions and our roadmap to the new needs of businesses”.

For his part, Juan Luis Gimeno, Director-General of Trade Intelligence at the Secretary of State for Trade, emphasised that “we are witnessing the emergence of a new world order in which the role of Chambers of Commerce is more important than ever. Their ability to provide businesses with the tools and services that facilitate internationalisation will be crucial in enabling a greater number of SMEs to grow and compete in international markets.”

Furthermore, the president of the Federation of Official Chambers of Commerce of Spain in Europe, Africa, Asia and Oceania (FEDECOM), Guillermo Cobelo, called upon the chamber network’s experience and capacity for learning to tackle the challenges ahead, and emphasised the importance of learning from mistakes, strengthening areas for improvement and building on existing strengths to continue contributing to business progress and the creation of a “more prosperous future for Spain”.

During the Assembly, the Secretary-General of the Spanish Chamber of Commerce, Adolfo Díaz-Ambrona, and the institution’s Legal Director, Fernando Cabello de los Cobos, addressed the challenges of good governance within Chambers of Commerce and the role of CIIAM. “Trust has become a strategic asset for organisations, and good governance must be understood as a commitment to transparency, objectivity and the public interest, going beyond legal obligations,” emphasised Díaz-Ambrona. Both also highlighted the role of CIIAM (the International and Ibero-American Arbitration Centre of Madrid) as a leading institution for international arbitration in the Ibero-American region.

On 24 September, from 9:00 to 10:15 a.m., the Official Spanish Chamber of Commerce in Belgium and Luxembourg, in collaboration with alinnea, the climate action think tank of its member IE University, is organising the event “Climate Transition and Competitiveness: Spanish Companies in the European Industrial Agenda”.

The climate transition has become a key pillar of Europe’s competitiveness agenda. Through initiatives such as the Competitiveness Compass and the Clean Industrial Deal, the European Union is linking decarbonisation, industrial policy and economic resilience to strengthen its position in the global economy.

This agenda is driving new measures to accelerate investment in low-carbon technologies, foster industrial innovation and improve access to financing. In this context, climate action is increasingly regarded not only as an environmental imperative, but also as a key driver of business competitiveness and economic growth.

During the event, the main findings of the study Climate Action in Spanish Companies will be presented. This is the first study conducted in Spain to assess the impact of corporate climate initiatives on competitiveness, including among small and medium-sized enterprises (SMEs). The session will also provide a forum for a practical discussion on how businesses can leverage European funding opportunities and the evolving industrial policy framework to strengthen their competitive advantage in the new European industrial landscape.

Cristina Dias discusses the EU’s efforts to channel savings into productive investment

On Thursday, 25 June, the Official Spanish Chamber of Commerce in Belgium and Luxembourg held a new business luncheon as part of its Business Circle, featuring Cristina Dias, Head of Cabinet of Maria Luís Albuquerque, European Commissioner for Financial Services and the Savings and Investments Union. During the event, the speaker outlined the European Commission’s priorities for advancing the integration of European financial markets and strengthening the Union’s competitiveness.

Following the welcome cocktail, the Chamber’s President, Pablo López Álvarez, welcomed the attendees and thanked the speaker for taking part in the event, highlighting her distinguished professional background.

The floor was then given to Juan Flames, CEO of SIX Group, the event’s sponsor, who stressed the need to develop mechanisms capable of channelling Europe’s substantial household savings into the productive economy. In this regard, he advocated the creation of a European Savings and Investment Account, inspired by successful models such as Sweden’s, to encourage citizens’ participation in capital markets through simple, transparent investment products supported by appropriate incentives.

The Savings and Investments Union: a new approach

During her keynote address, Cristina Dias explained that the new Savings and Investments Union (SIU) strategy represents an evolution of the previous Capital Markets Union initiative by bringing capital markets and the banking sector together under a single framework.

According to Dias, Europe possesses major strengths, including high levels of private savings, innovative companies and a highly skilled workforce. However, significant barriers still prevent this capital from effectively financing business growth and innovation. Among these obstacles, she highlighted regulatory fragmentation, differences between national insolvency and tax frameworks, and the remaining barriers to cross-border investment.

The Head of Cabinet underlined that the main innovation of the strategy lies not only in new legislative initiatives but also in a broader approach based on stronger coordination among Member States, improved implementation of existing rules and the gradual removal of the barriers that continue to fragment European financial markets.

She also emphasised that the success of the Savings and Investments Union should not be measured by the number of legislative acts adopted, but by its ability to create investment opportunities, foster economic growth and bring financial markets closer to both citizens and businesses.

The luncheon concluded with an engaging Q&A session, during which participants discussed the prospects for the new European strategy, the integration of payment systems and the reduction of regulatory barriers across the European Union.

The Chamber of Commerce and the Embassy celebrate the Day of Spain in Luxembourg with a tribute to Spanish music and cuisine

The Official Spanish Chamber of Commerce in Belgium and Luxembourg, in collaboration with the Spanish Embassy in Luxembourg, is celebrating Spain Day on 25 and 26 June with two exclusive events designed to promote Spanish culture and cuisine in the Grand Duchy and to strengthen ties between the two countries.

DAY 1 | Exclusive concert and Spanish cocktail experience

The celebrations began on the afternoon of Thursday 25 June with a unique concert by one of the most acclaimed musicians of his generation, the pianist Juan Pérez Floristán, who delighted the audience with his renditions of some of the most iconic works by Ludwig van Beethoven, Maurice Ravel and Frédéric Chopin.

The concert opened with words of welcome and thanks from the Chamber’s president, Pablo López-Álvarez, who highlighted culture as a means of strengthening relations between the two countries, and from Spain’s ambassador to Luxembourg, Nieves Blanco Díaz, who emphasised the pianist’s career.

For around an hour, pianist Juan Pérez Floristán shared his passion for music by presenting and performing works such as Beethoven’s ‘Appassionata’, Manuel de Falla’s ‘Andaluza’ and Alberto Ginastera’s ‘Three Argentine Dances’, through which he demonstrated a refined technique coupled with great artistic sensitivity.

Afterwards, guests enjoyed a selection of Spanish culinary delights at the Hotel Meliá Luxembourg, where they were also able to sample some of the signature dishes by chef Áxel Smyth of the Simpar restaurant, such as his Iberian ham croquette, recognised as The Best Croqueta de España at Madrid Fusión.

DAY 2 | Gala dinner with Michelin star awarded chefs

The following day, Friday 26 June, chef Áxel Smyth, from the Simpar restaurant – which holds one Michelin star and one Repsol Sun – delighted guests with an ode to Spanish and Galician cuisine, featuring dishes such as a vegetable stew in the style of
ratatouille, coquelet royale with truffle and chocolate, and a reinterpretation of the Tarta Santiago, amongst others, which made up a tasting menu created especially for the occasion.

Chef Áxel Smyth’s cuisine has a strong Galician influence, centred on respect for local and market-sourced produce, whilst the desserts were created by chef Claudia Merchán, recognised as one of Spain’s finest pastry chefs, trained at the Basque Culinary Centre in San Sebastián and a guest chef on MasterChef Ecuador.

Nicolás Pascual de la Parte calls for greater European autonomy in defence

On 24 June, the Official Spanish Chamber of Commerce in Belgium and Luxembourg, hosted a discussion and networking lunch with Nicolás Pascual de la Parte, Member of the European Parliament and former Spanish Ambassador to NATO, who called for greater European autonomy in security matters at a time of geopolitical uncertainty.

The meeting began with a welcome address by the Chamber’s president, Pablo López Álvarez, who noted that this was Pascual de la Parte’s third visit, whilst recalling what his first visit had been like. For his part, José Bayón, Director of Institutional Relations at GDELS, sponsor of the event, explained why the defence industry plays a crucial role today, as well as the cornerstones of his company.

Nicolás Pascual de la Parte then took the floor to analyse the current geopolitical situation: the conflicts currently underway, the European Union’s role in them, and the shift in dynamics that these entail. He emphasised that a “new era” is dawning in international relations and argued that Europe must decide what its next steps will be. In his view, the EU must move towards greater autonomy in defence, but also in technology, energy, medicine and healthcare.

He therefore argued that the European Union needs greater integration and standardisation, and must focus on practical measures relating to European defence in order to achieve the autonomy that will enable it to avoid dependence on other international actors in any of the areas mentioned.

The event concluded with a question-and-answer session that sparked discussions on European integration and regional strategy, as well as an address by the former Speaker of the Chamber, Juan Rodríguez-Villa Matons, who thanked the attendees and the speaker. Finally, participants enjoyed a light networking lunch to share perspectives and strengthen professional ties.

Please, briefly describe your career.

I have nearly 40 years of experience in international finance. I began my career at Citibank and in 2001 joined the European Investment Bank, headquartered in Luxembourg, financing projects as a Senior Loan Officer across Europe, Latin America, Sub-Saharan Africa and Asia. In 2022-2024 I was seconded to the European Commission. Today I am independent advisor to Logicode’s board.

What business is your company currently involved in in Luxembourg?

Logicode is a European company that operates across the EU, with its activity rooted in Spain, its home market. In Luxembourg it is present through its board advisor, who is based in the city and brings extensive European institutional experience. Its European footprint lets it serve clients while keeping their data and operations under national sovereignty.

What added value does your company offer in Luxembourg compared to its competitors?

Logicode is a European company dedicated to cybersecurity and intelligence. It builds sovereign tools for governments and is Spanish-backed: an innovative startup under the Startup Law and certified at HIGH level under Spain’s ENS framework (CCN-CNI) for classified, air-gapped environments. Mergers and acquisitions (M&A) remain one of the most effective strategies for companies seeking growth, market expansion, or business consolidation. However, the legal, regulatory and transactional frameworks governing these operations can vary significantly from one jurisdiction to another.

During this session, experts from Ceca Magán and Philippe and Partners will provide a comparative overview of M&A processes in Spain, Belgium and Luxembourg, highlighting the key similarities and differences that businesses, investors and executives should consider when planning cross-border transactions.
